    Vaping Aids in Smoking Cessation: UCL Study Reveals

    A recent study published by the scientific journal of addiction in England has discovered a positive correlation between the initiation of vaping and the cessation of smoking.

    The Study and Its Findings

    The research, led by University College London researchers and funded by Cancer Research UK, found a link between the success rates of quitting smoking and the use of e-cigarettes starting in 2011. Interestingly, in England, the number of smokers using e-cigarettes plateaued about four years ago, as did the success rate of quitting smoking.

    The Impact of Vaping on Smoking Cessation

    The data led researchers to conclude that in 2017, for instance, between 50,700 to 69,930 smokers were able to quit smoking due to vaping, and likely would not have been able to quit otherwise.

    Expert Opinions

    Dr. Emma Beard, the senior research associate at UCL and the lead author of the study, explained that the study is simply further evidence that vaping can aid smokers in quitting. Dr Beard states: “This study builds on population surveys and clinical trials that find e-cigarettes can help smokers stop. England seems to have found a sensible balance between regulation and promotion of e-cigarettes. Millions of smokers are using them to try to stop smoking or to cut down the amount they smoke”

    George Butterworth, a senior policy manager at Cancer Research UK, has stated that “research shows that vaping is less harmful than smoking tobacco and can help people to stop smoking. So it’s good that over 50,000 people managed to give up in 2017”

    The Right Approach to Vaping and E-Cigarette Regulations

    It appears that England has struck the right balance when it comes to vaping and e-cigarette rules and regulations. By using funding from the cancer society to fund research such as this, it opens up new and exciting information about the real-world benefits of seeing over 50,000 smokers starting vaping and quitting smoking, converting to what Mr Butterworth calls a “less harmful” alternative.

    Youths are using ultra-high nicotine vapes to get high.

    Contrary to popular belief, the surge in youth vaping is not solely due to appealing flavors. Instead, it’s driven by the availability of ultra-high nicotine vapes catering to getting high.

    Understanding the Shift:

    While electronic cigarettes and vaping products have been in the market for about 15 years, the recent spike in youth vaping demands scrutiny into what changed during this period.

    The Rise of Nicotine Salts:

    A pivotal shift occurred with the introduction of nicotine salts, accompanied by the emergence of pre-filled pod systems, which gained traction among youth vapers. Nicotine manufacturers managed to minimize throat discomfort associated with vaping high-nicotine e-liquids through chemical processes.

    The JUUL Impact:

    JUUL, a prominent player, capitalized on this trend by offering e-liquids with unprecedentedly high nicotine concentrations. Prior to 2016, commercially available nicotine levels peaked at 24mg. With nicotine salts, JUUL pushed boundaries, offering pods containing up to 60mg of nicotine, nearly triple the previous maximum.

    The Craving for Highs:

    Surprisingly, the most sought-after nicotine strength in many markets is a mere 3mg, contrasting sharply with the excessively high levels found in some commercial vaping products. Over 95% of our sales consist of liquids with nicotine levels of 16mg or below. Such high nicotine concentrations, especially in JUUL pods, can induce a euphoric high akin to smoking marijuana, particularly among non-smokers.

    The Misuse Dilemma:

    Numerous conversations with teenagers aged 14 to 18 revealed a disturbing trend: vaping at parties for the sole purpose of getting high. This misuse parallels activities like huffing paint thinner or abusing prescription drugs for recreational purposes, deviating significantly from the intended use of vaping products.

    Recommendations for Regulation:

    To address this concerning trend, stringent regulations on nicotine levels are imperative. I propose limiting nicotine levels in vaping products to ensure efficacy for smokers transitioning to vaping while mitigating the risk of intoxication. A maximum nicotine level of 20mg is recommended to strike this balance effectively.

    P.E.I. Vaping bill to increase age from 19 to 21, and ban e-liquid flavours.

    PC MLA, Cory Deagle, passed the second reading of a private member’s P.E.I. The vaping bill would restrict where vaping products can be sold, would ban certain flavours, and would also raise the legal age to buy tobacco and e-cigarettes from 19 to 21.

    Deagle stated: “These substances, you become addicted to nicotine. In some cases, there is four or five, 20 times the amount of nicotine and e-cigarette than there is in a regular cigarette.”

    The second reading vote was unanimous, with all parties in support of passing the bill. There is also discussion about the possibility of adding taxes when this P.E.I. vaping bill is introduced in the spring.

    The P.E.I. Vaping bill also addresses where vape products can be sold – indicating they could only be sold in a “tobacconist shop”.

    Canadian Vaping Association suggests banning flavours is not the right option for Canada.

    Samuel Tam, the president of the Canadian Vaping Association had an interview with CBC News: Compass last ThursdayIn his conversation, he shared his concern regarding the proposed bill in Prince Edward Island that would severely restrict the flavours of e-liquid available for vapers in that provinceTam stated: “There are other ways to regulate and restrict youth from being able to access vaping products while still maintaining the options for adult smokers to wean off cigarettes and onto much safer vaping products.”

    Tam said “If we look at the B.C.government, what they’ve done is they’ve restricted flavors to adult only specialty stores and they limit nicotine concentration level.”

    Tam goes on to say:  “Advertising promotions also need to be restricted, especially in places where kids have access to, which is really important. Ontario took that approach by banning advertising and promotions in convenience stores and gas stations were we know a lot of Canadian youths are congregating to buy their gums and candies.”

    The concern with many people involved in the vaping industry is that restricting flavours will turn many current vapers back to cigarettes. The a CSA (Atlantic Convenience Stores Association) and CICC (Convenience Industry Council of Canada) both suggested that the bill proposed in Prince Edward Island would push former smokers back to cigarettes.

    Tam also challenged the regulations within the Tobacco and Vaping Products Act in regard to “naming conventions”. This would restrict companies from using language to describe the flavour of the E-liquids such as cotton candy, fruity pebbles, etc. “It’s hard for them (adult customers) to identify the flavours if the flavuor is called number 18, right? So one of the key things is adults will be able to know the flavour when they walk into an adult only vape shop.”  Tam stated.

    The Canadian Vaping Association meets with Health Canada regularly and has proposed some ideas around limiting vaping ads. Some of them included a two-step age verification process which would make it more difficult for youth to gain access to any vaping products.

    The critical piece of this discussion ultimately comes down to the free choice of adults to purchase products which have been proven to be 95% safer than smoking in an effort to quit smoking, contrasted with the current epidemic of youth vaping in Canada.  This is not an easy problem with an easy solution, and will likely require all of the leaders to come together within the industry as well as within our government to adapt a series of regulations that will both protect the youth, and continue to provide the choice for adult smokers looking to transition away from tobacco cigarettes.

    President Trump now seems open to the idea that vaping nicotine e-liquid is not ‘killing people’ and the idea of banning Vaping Products across the United States on a federal level seems to be in question.

    Trump stated in a recent press conference:  “The one thing I see, when you watch prohibition, you look at the alcohol, cigarettes, you look at all.   If you don’t give it to them it’s going to come here illegally.  Instead of legitimate companies… they are going to be selling stuff on the street corner that could be horrible.”

    B.C. Legislation proposed to hike taxes on Vaping products & limit nicotine levels to 20mg/ml

    Health Minister Adrian Dix is planning to introduce new legislation this month that will increase the British Columbia sales tax from 7% to 20% on vaping products.

    ARTICLE BULLET POINTS:

    If passed, this new tax rate will start January 1, 2020. According to estimates, this tax will generate approximately $10 million a year to the provincial government.

    The justification for this tax is as follows: “We know that youth are particularly price-sensitive, so when you make a product more expensive and harder to access, users will decline.”

    In addition to the vaping tax, the government of British Columbia is proposing a 20 mg/ml cap for e-liquid sold in the province. At this time the only legal restriction on nicotine strength in e-liquid is 66 mg/ml. The European Union has a similar 20 mg/ml of e-liquid sold in Europe.  Health professionals in Europe suggest this level encourages smoking cessation.

    Advocates of vaping, including the Vaping Industry Trade Association, believe increasing the prices of vaping products through taxes could lead customers into the black market. This would reduce the safety of vaping products in British Columbia. They state that these restrictions could “undermine the switching rates of smokers towards less harmful alternatives.”

    In British Columbia, there are an estimated 90,000 businesses currently selling vaping products. Of those, the vast majority are convenience stores and gas stations.

    Since 2015 it is been illegal to sell vaping products to anyone under the age of 19 in B.C. Legislation. This has been the only vaping restriction in British Columbia until this proposed legislation.

    There will be additional restrictions on any business selling vaping products that are not dedicated vaping stores. These restrictions would ban these locations from selling any e-liquid outside of regular tobacco flavours. Only dedicated vaping shops in British Columbia, of which there are approximately 150, would be allowed to sell all flavors of e-liquid.

    This proposed regulation will not ban any specific flavours, however, in the conversation is an increased awareness plan to educate the youth in B.C. Legislation on vaping.  Todd Stone, the opposition Liberal in BC is welcoming government legislation. He wants to see all additional taxes gained from this proposed legislation be allocated to the education of youth in British Columbia.

    There are many things I like about this proposal as a vape shop owner in Ontario. I do believe that vape products should be sold only in regulated vaping retail locations where IDs are checked at the door. In gas stations and convenience stores where youth have access to enter the premises without restriction, vaping products should simply not be sold at all.

    I do not think increasing taxes specifically on vaping products will have any net positive result in reducing youth vaping in British Columbia. Vape product costs rising from $30-$34 would have very few youths suddenly become unable to purchase the products. By reducing the areas where these vaping products can be purchased, it would be much easier to ensure that these 150 stores are correctly turning away minors, compared with policing 90,000+ gas stations and convenience stores.

    I very much support the idea of increased education for youth. This education should be allocated to all adult-centered products and services legally accessible to Canadian adults, including gambling, alcohol use, marijuana, and vaping.

    We at Canada Vapes strongly push back at the idea that any vaping products are geared toward selling to minors. It simply doesn’t make sense for any reputable vaping company to promote or advertise their products to customers who cannot legally purchase the product. We are interested only in promoting our products to adult smokers in Canada who are unable to quit smoking cigarettes and are looking for an alternative.

    Adults enjoy sweet candy flavors, in their alcoholic drinks, at the supermarket checkout, in their cereal selections, and in many other areas of life. By using this argument it will be suggested that Tim Horton’s is targeting youth when they create succulent donuts and pastries covered in chocolate, maple, and other sweet and delicious flavours. The same argument could be made against Starbucks when promoting their holiday drinks.  Adults enjoy sweet candy and dessert flavours and these flavour choices are what make vaping effective for adults transitioning away from tobacco cigarettes.

    Jim Reiter, the Health Minister of Saskatchewan has introduced a bill proposing changes to the Tobacco Control Act.

    The legal age for smoking in Saskatchewan will remain at 18; however, the majority of current tobacco regulations and laws will now be emulated to vaping products. The proposed restrictions will mirror those currently in place for tobacco in advertising and displays.

    Reiter states “If you walk into a convenience store, the vaping products are going to have to be behind the screen. They can’t have advertising when you walk in.  the same restrictions as tobacco on where you can vape,  it’s the same as we can smoke. I would say, very broadly speaking, what you’re seeing is it being treated exactly like tobacco”.

    This is a great supporting argument to limit the sale of vaping products to regulated vape stores.  This way, patrons will be required to show government identification on entering the location as opposed to gas stations and convenience stores, where anyone can enter. Unfortunately, it looks like this is not the way the Saskatchewan government will regulate vaping products.

    Reiter noted that this is a complex issue because smokers use vaping products as a smoking cessation tool.

    If this Proposed bill in Saskatchewan is passed, the first stages of this bill would ban displays of any vaping and e-cigarette products in any areas that young people have access to such as convenience stores, gas stations, etc. The bill would also ban sales of vaping products at amusement parks, arcades, and theatres. The ban would also include prohibiting vaping in and around public buildings such as schools.

    From our perspective, regulating vaping products is a much better plan than outright banning them. E-cigarettes have their place and are saving lives across Canada. By adding restrictions that should reduce the youth’s access to vapes in Saskatchewan, we believe this to be a good overall step.

    The Controversy Surrounding Vaping Bans

    In recent months, the discussion around banning vaping has reached a fever pitch. Several states have outright banned all vaping devices, regardless of whether they’re being used as a smoking cessation device or bought off the street. The outcry from government heads has been to ban it all.

    The Impact of Smoking

    It’s important to remember that smoking cigarettes is the #1 preventable killer of Americans. Around the world, smoking claims the lives of 8,000,000 people each year. (SOURCE) Vaping has been extensively studied and found to be 95%+ safer than smoking (SOURCE). Yet, in the face of fear and panic, the knee-jerk reaction has been to ban it.

    Comparing Risks: Salmonella vs. Vaping

    By comparison, Salmonella kills an estimated 420 Americans every single year. That’s 1.2 Americans every day, dead from eating ground beef or playing with their pet turtle and not washing their hands. Salmonella causes 1.35 million illnesses and results in over 26,000 hospitalizations each year (SOURCE). So, where is the outcry to ban ground beef or other potential sources of Salmonella?

    Here is a list of the ingredients of our e-liquids at Canada Vapes.    There are four ingredients only.  There is no reason for nicotine e-liquids to contain this product.  If they did, this situation would have arisen over 10 years ago when vaping started getting popular.  Some unregulated THC vape pod manufacturers have been using it in their products recently as a thickening or thinning agent.     The Real Culprit: THC Infused Vaping Pods

    THC infused vaping pods have been found to be the primary culprit of Vaping Related Illness, and the CDC has claimed Vitamin E Acetate as the major contributor to the vaping related illnesses across the US (SOURCE). Vape e-liquids with nicotine do not contain Vitamin E Acetate.

    The Role of Regulation

    In Canada, where marijuana is legal and therefore regulated, Health Canada has stated that marijuana pods and vape pens sold in Canada do not contain Vitamin E Acetate, never have and never will. This highlights the importance of regulation in ensuring the safety of consumers.

    The Bottom Line

    At the end of the day, nothing is completely safe. However, the risks associated with various activities need to be compared and understood. For those who are smoking cigarettes and cannot quit, vaping could be a safer alternative.

    Even if you are a non-smoker and non-vaper, the fact that the US government is so quick to shout out “Ban!” whenever something happens that brings them fear, is a dangerous environment to live in. One day your government may ban or make illegal something you want or need, so take concern about this situation.

    According to CNBC, Trump stated “We’re going to be coming out with a very important position on vaping. We have to take care of our kids, most importantly, so we are going to have an age limit of 21 or so, so will be coming out with something next week very important on vaping”

    In the United States, the legal age of vaping nicotine e- liquid varies from 18 to 21 depending on the state.

    At this time, 29 out of 51 states and territories have their minimum age set at 18, four out of 51 at 19, and in 18 out of 51 the minimum age to purchase vaping products is 21.

    While Trump in the past has suggested the idea of banning flavors, he seems to be quite indecisive and has said it to be meeting with vaping advocates along with professionals to consider his options.

    This is a bit of a wait and see situation. Nothing officially has been legislated, but the writing seems to be on the wall that there will be changes made to the laws in the United States regarding vaping imposed by the federal government.

    Vancouver City proposes banning vape ads & other restrictions to curb youth vaping.

    Vancouver City proposes a motion to ban vape ads & minimum distances between vape shops and schools.

    Lisa Dominato has put forward a motion to limit the sale and promotion of vape equipment and Vape Ads within Vancouver City.

    There are currently no restrictions on the sales of vaping products and she is looking to change that.

    Counselor Rebecca Bligh wants restrictions that would limit how close vaping shops can be to schools as well as youth-oriented facilities. She is also looking to ban any advertisements on city-owned properties.

    The Health Minister of British Columbia stated on October 29 that British Columbia is planning regulatory action that would involve education, youth empowerment, and governmental pressure regarding the use of vaping in British Columbia.

    If this motion passes, Dominato is looking to have a framework available for early 2020

    Dominato stated “It feels like we are a little bit in catch-up mode” when discussing this motion.
